Deborah Payne Carter

Deborah P. Carter, age 72, of Stillwater, Minnesota-formerly of Louisa, Virginia-passed away Sunday, December 10, 2023 at the Estates of Greeley Care Center. Debbie was born January 16, 1951 in Richmond, Virginia to Charles and Ila (Hasher) Payne. After graduating from Patrick Henry High School, Debbie began her career with the State of Virginia as a human resources specialist and manager, working in several different state agencies throughout her career. Debbie was united in marriage to James H. Carter, Jr., and the couple was blessed with a son, James H. Carter III.

Debbie loved spending time with her family, and relished in playing and acting goofy with her granddaughters. She was fond of telling stories from her past and chatting with family and friends. Debbie enjoyed knitting and crocheting, and solving sudoku, word find, and crossword puzzles.

Debbie will remain in the hearts of her son James (Christa) Carter, III; granddaughters Adeline, Caroline, and Eva; brothers Wayne (Jean) Payne, Doug (Becky) Payne, and Warren (Mary) Payne; and many nieces, nephews, other relatives and friends. She is preceded in death by her husband James; and her parents.
